First thing I looked for is sufficent space/memory. Most of my sites only need no more then 200mb of space and 5 gb bandwidth. Also I currently like paying month to month, I will not pay yearly because if the company treats me like crap, I'm not stuck with them.
For me, as my websites take up quite a bit of space... and always hopefully alot of bandwidth... I look for hosts that offer up alot of space and bandwidth, along with a good customer support forum. Of course it's always good to have all of this and be really cheap too! :)
When I was looking for my webhost I was thinking about the video site that I was going to start in the summer so I looked for something with a lot of space and tons of bandwidth with a very low price tag and live support.

only 147$/2 years 200gb space, 2TB bandwidth. I found cheap ones but no one could match the excellent consumer support that they had. Very nice when I was hacked.
The first thing I normally would look at is the bandwidth, followed by the diskspace offered, then PHP support. Of course, if a web host have good customer support, it would be an added bonus.
