Hostname Lookup failure

I have setup a small internal network that connects to the Internet.
I am running Redhat 8 with all of the patches. I am NOT running DNS.
My computers have host names, addresses and host files. I can ping the
internal and external computers.
When I try to send a mail message, I get an error "hostname lookup failure".
What can be the problem? What am I missing? Does sendmail use the host
file? I have turned off all firewalls. I have seen others on the web with
this issue, but no resolution.

DNS less Sendmail 8.12 requires modification in submit.mc [mentioned in
