viewer/editor for mouse cursor icons
(I googled and googled to no avail.)

The files in /usr/share/icons/Bluecurve/cursors, the mouse
cursors, are identified by the 'file' command as being of
type GLS_BINARY_LSB_FIRST. What program can view and/or
edit the contents of these files?

Try the gimp.
