Creating an open proxy is not difficult to do. Not assigning permissions to
protocols, hence everyone having access, is enough to create an "open
proxy". Entering web proxy properties, clicking on permissions and removing
the check in the box for "enable access control" will create an open http
proxy. Doing the same for the Winsock proxy will create other open proxies.
I do not recommend any of these though, because any provider in their right
minds these days are probing for open proxy traffic and if they find it on a
particular IP or mac address then tend to let the user know in various ways,
including shutting off their service until the open proxy is closed.
