When I hover over a quick start icon on my taskbar, the
tool tip remains hidden behind the taskbar. How do I get
the tooltips to display and not remain hidden?

Left click the desktop then highlight the item in question.

Mike, the problem you are describing sounds like an ancient Windows bug. I found a little utility program called Tool Tip Manager (Tool Tip Manager™) that will prevent that bug and let you tweek the tool tip's appearance (colors, font, etc.)
