Ummm.... Nope.

Normally, Phishing is a user responding to an email link to a
malicious site. URLScan isn't involved anywhere in the proces, since
it merely scans URL's requested on the site it runs on.

Okay, technically I guess the site doing the phishing could block
itself through URLScan, but that's kinda useless to hope for....
