Default How do I grant read only access in MySQL?

Could someone please clarify how to give a user "read only" access in mySQL? I'm almost sure it has to do something with the "grant" command, but I'm still a bit confused.

With PHPMyAdmin it's real easy. Goto users->Grants of the username->Add a new Privlige-> Select the database, table, etc->and then under privliges just select "Select".
