you'd find tons of posts regarding this very problem. Since you can't
get into Safe Mode, have you tried "Last Known Good Configuration"? If
you can't boot into that, then I'm afraid you really have no choice but
to do the Repair Install. Here's a link if you need instructions:

reapply Windows updates.
